Two people have been arrested in connection with last August's deadly beating of a Cheyenne transient, the Laramie County Sheriff's Office announced Thursday afternoon.

Public Information Officer Brandon Warner says the department is recommending 55-year-old Gizelle Kellum, who was arrested Tuesday, Jan. 9, on unrelated charges, and 54-year-old Russell Perry, who was taken into custody early this afternoon, Jan. 11, be charged with manslaughter.

The arrests follow a monthslong investigation into the assault of 50-year-old Cheyenne transient Stacey "Jason" Mullen, which occurred on the night of Aug. 19, 2023, or the morning of Aug. 20, 2023.

Mullen was found unresponsive near the dam on Crystal Lake Reservoir in Curt Gowdy State Park on the morning of Aug. 20, 2023, and was taken to Cheyenne Regional Medical Center and later transferred to Swedish Medical Center in Englewood, Colorado, where he died from his injuries on Aug. 27, 2023.

Warner couldn't give any further details, such as how Kellum and Perry knew Mullen or a motive, but says detectives aren't looking at any other suspects at this time.

"LCSO extends gratitude to the Wyoming Division of Criminal Investigation’s Information Analysis Team, Laramie County Fire Authority, and the Wyoming State Crime Lab for their collaboration," Warner said in a news release.

"We also appreciate the public and businesses providing valuable information and video surveillance," he added.
