The Natrona County Sheriff's Office is asking for help from the public in locating a sex offender who did not return to the Casper Re-Entry Center on Tuesday.

William Rule, 47, is described as a white male standing 5'8" tall and weighing 180 pounds. He has brown hair and hazel eyes.

Investigator David Hulshizer says Rule left CRC at 12:45 p.m. Tuesday for a job search. He did not return as scheduled at 6 p.m., and authorities have deemed him an escapee.

He was convicted in Natrona County District Court in Sept. 2016 on a charge of failure to register as a sex offender. The Wyoming Division of Criminal Investigation's sex offender registry does not list the original charge for which Rule had to register as a sex offender, but it does say was required to register for life beginning in 2007.

Rule has a number of aliases, including Guiliano Turi Martinelli, Guiliano Martinelli, Lucky Nickname, Turi Rule, Williams Robert Rule and Lucky XX.

Anyone with information on Rule's whereabouts is asked to call the Natrona County Sheriff's Office at 235-9282.
